Our story begins in the lake-centered city of Highwater, the jewel of the Canumbrian Empire.
The players have received a summons from Lord Rukein, coin-keeper for a king in failing health. Tensions strain from the Isle Ward down to the Lakebed District as would-be social climbers, morally questionable entrepreneurs and Civic discontents vie for influence over Highwater's future. We can only guess to the matter of work he has in store for you...
